Analyzing Land Use and Land Cover Change Detection in Eastern Nigeria Using GIS and Remote Sensing

This study examines urban expansion and vegetation loss in Enugu State, driven by intense surface mining activities. Significant land use and land cover (LULC) changes have occurred over recent decades due to human activities and natural factors. Using Remote Sensing and GIS, the research analyzes Landsat imagery from 2018 to 2022 to quantify urban growth and vegetation loss. The study employs the maximum likelihood classification algorithm to categorize data into five land cover classes: Water, Forest, Pasture/Grass, Barren, and Urban. This classification calculates average rates of change for each land cover type, revealing urbanization and vegetation reduction patterns. Findings show a significant land use shift, with increased urban areas and reduced agricultural and forested lands, indicating deforestation and land degradation. The study underscores the need for improved environmental monitoring and sustainable practices, providing resources for stakeholders in Enugu State.

The need for school safety has increased significantly in recent years. We will present a case study of a successful project to help address this need. The project was a collaborative effort of Bluegrass 911 and the school districts within its PSAP area. The resulting solution is a GIS base information system providing critical safety information for the schools, 911 dispatching and first responders. The system is designed to be sustainable by local personnel, shareable, and readily available to all the stakeholders.

Using Field Maps for Lead Service Line Inventory Data Collection

This presentation will explore how to deploy field maps as an easy and quick field data collection option. We will use the EPA Lead and Copper Rule Revision (LCRR) as a case study to show how we have used ArcGIS Online and the Field Maps app as an outlet for field collection in developing water utilities service line inventories.  The goal of using Field Maps in this case study is to have an accurate and up to date method of gathering data. Overall, this system has provided many water systems a reliable way of collecting field data to remain within state and federal EPA guidelines to build their inventories using technology they likely already have. Attendees will take away how AGOL and the Field Maps app can be utilized as a tool to quickly collect data from field crew activity and the feasibility of how GIS can help keep records up to date, even when the records need to be collected in the field.

Kentucky continues to make tremendous progress towards implementing Next Generation 911 (NG911) technologies statewide. The Kentucky 911 Services Board, working with vendors and local public safety answering points (PSAPs), is close to completing a robust foundation of GIS data. Funding has been secured to procure provision of an ESInet (IP connectivity) and Next Generation Core Services (geospatial call routing).

Paper to Digital Transformation: Creating a Digital Twin with ESRI Utility Network in Jackson, MS

In March, 2023, The New York Times ran a story describing a broken 48-inch water main in Jackson, Mississippi gushing 5 million gallons of water each day. This was only one in an entire catalog of problems facing the city’s water department. Jackson, Mississippi’s capitol, has one of the most fragile water systems in the US. The city routinely deals with supply problems, contamination, pipe breaks, low water pressure, and boil-water notices. Decades in the making, this situation became a crisis in August, 2022, when flooding knocked out the city’s water treatment plants. State and federal disaster declarations kicked off a massive effort to rebuild the crippled utility into a resilient, reliable water source. Starting with paper maps, Stantec assembled an ESRI Utility Network from historic utility records and field data collection. Jackson can use this UN to be the single source of truth; to track repairs, maintenance, and upgrades, and maintain uninterrupted service to residents.

Virtual reality (VR), augmented reality (AR), mixed reality (MR), and extended reality (XR) tools are quickly evolving, and they are becoming integrated into AEC workflows. JMT has explored the use of VR and AR tools including iTwins.js, vGIS, and SiteLink and identifying how they can add value to AEC projects. These tools aggregate and transform spatial data (BIM, GIS, and Lidar) onto a view frame on your mobile device. Through integration with high resolution GPS, this data is accurately juxtaposed onto your screen simply by pointing your device at the project area. Join JMT in exploring AR and VR tools and learn about the benefits that these tools offer. We will discuss various use cases including utility conflict detection, digital as-built development/confirmation, clash detection, and project field documentation with key learnings from our experiences. Accurate delineation of drainage basins is crucial for effective stormwater management, particularly for MS4 major outfalls. Leveraging the power of GIS and high-resolution digital elevation models derived from public LiDAR data, this presentation a comprehensive approach to create local, custom drainage basins. The process involves conditioning the DEM to remove noise and artifacts, strategically depressing the DEM at storm sewer inlets to ensure realistic flow paths, and systematically grouping individual drainage areas into larger outfall drainage basins. This methodology not only enhances the precision of hydrological modeling but also provides valuable insights for MS4 compliance and urban water resource management.

Back by popular demand, PDS GIS team members will present about the "BUS Book", job shadowing, automation, and other aspects of building a resilient team. After the size of the GIS Department was nearly halved due to budget changes in 2020, PDS GIS created automation routines to keep providing the same service level to their end users. During this time, the remaining staff also realized they needed documentation for not only these new routines but also for other tasks they performed. As they prepared for future retirements and job changes, they also created a leadership boot camp and strengthened job shadowing for all positions.

The KyFromAbove initiative has published abundant high-quality lidar data that has revolutionized our ability to capture and analyze topographic information at unprecedented levels of detail. This talk presents a unique approach to visualizing and quantifying above-ground surface changes using digital surface models (DSMs) derived from temporally distinct point clouds. We use Python, ArcPy, and Map Algebra to demonstrate a robust methodology for analyzing these complex datasets, revealing subtle landscape alterations that were previously challenging to detect and measure.

Data-Driven Municipal Stormwater Fee Exploration – Lessons Learned

In this presentation we’ll discuss lessons learned from performing an in-depth analysis of impervious surface to validate existing and recommend future stormwater fee changes for a small municipal stormwater network in the Great Miami River Valley. We will briefly cover the data used to perform the analysis before examining two scenarios for calculating residential and commercial stormwater fees and the benefits and drawbacks of both. A Dashboard in ArcGIS Online is used to visualize the different fee scenarios, enabling side-by-side comparison of revenue generated in each. Lastly, we will cover a brief list of lessons learned from the analysis—from the practical to the political—and discuss the results of implementing one of the selected strategies at scale. While this topic is detailed enough to fill an entire day of discussion, attendees should leave with a set of guidelines and things to look out for when considering a project of this scale.

Spatial Analysis of Socioeconomic and Health Disparities in Kentucky's Coal vs. Non-Coal Counties.

This study compares socioeconomic status and health-related quality indicators between coal-mined and non-coal-mined counties in Kentucky, emphasizing the environmental justice implications of surface coal mining in Kentucky. Utilizing ArcGIS Pro, we conduct hot spot analysis and spatial mapping to visualize disparities. Data from the Mine Safety and Health Administration, American Community Survey, National Center for Health Statistics, and County Health Rankings inform our analysis. Results reveal higher poverty rates (25% vs. 18%) and lower incomes in coal-mined counties, alongside poorer health outcomes. Age-adjusted mortality rates are significantly higher in coal-mined counties for various causes, supported by statistical tests. Findings underscore the need for informed policies to address socioeconomic disparities and health impacts of coal mining in Kentucky.

Subsurface Utility Engineering (SUE) as it relates to land surveying most deals with the location of underground utility lines or pipes and the different levels of confidence associated with that location. SUE is mainly used at the design stage of an engineering project when information is being collected for potential design conflicts. When a SUE investigation is carried out for a design project prior to construction, the land survey objective is generally to collect accurate utility information on the location and the size and material of the facility for use in all stages of the project. Project owners and design engineers may be missing information about their underground utilities or have inaccurate data. LiDAR Scanning provides the tools necessary to create digital twins of the world. High-speed data capture allows increases in productivity without compromising accuracy and quality. Data collected a vehicle moving at the speed of traffic. Points are measured in billions. Progress is measured in miles versus meters.
Connections to the data enable decisions based on accurate and up-to-date information. Projects are being built under budget, ahead of time, and without paper using digital workflows.

Catastrophic Urban Flood Plan

Louisville Metropolitan Sewer District (MSD) has been awarded funding through the FEMA Hazard Mitigation Grant Program to develop an updated Catastrophic Urban Flood Plan (CUFP) for the City of Louisville, which includes development of mitigation strategy through assessing cascading infrastructure dependencies. Arcadis is working alongside MSD staff to develop an online geospatial web application that highlights the cascading effect and interdependencies of critical infrastructure for emergency management stakeholders. The application will provide first responders an understanding of critical infrastructure, such as hospitals, wastewater treatment plants, and other facilities that would be immediate priorities in a flooding event. Attendees will take away insight to the development of the City of Louisville’s CUFP and how they will utilize the geospatial web application in the event of a dam or levee failure.

Drones: Making analysis easier and productive

Brookside Labs has been using with fixed wing aerial drone technology for several growing seasons and learning to incorporate aerial imagery, both RGB and Multispectral into our data analysis for our consultants and customers.  To date, we have collected bare soil imagery for soil color analysis, soybeans in the early vegetative stages for stand count and for replant decisions, corn in the mid-late reproductive stages for nitrogen use efficiencies and if/when post-mortem nitrogen sampling is needed, early weed management scouting in soybeans, scouting for field destruction from strong storms, and crop growth progression in corn. We are using aerial imagery software including GIS to develop tools to help provide needed answers and  help use develop new ways of furthering the technology.

Salamander Blitz: Mapping Critical Habitats for Conservation

The Salamander Blitz brought together multiple organizations in a collaborative effort to support the conservation of the endangered Yellow Spotted Woodland Salamander. Using GIS technology, we worked with biologists to identify specific habitat characteristics and employed spatial analysis to narrow down target areas for field searches. This cross-organizational initiative combined expertise and resources, resulting in an efficient and focused approach to conservation. Field teams, equipped with ArcGIS Field Maps, conducted on-site investigations based on our GIS-driven analysis. This presentation will highlight the collaborative process, the GIS methodologies used, and the real-world impact of modern spatial tools on endangered species conservation efforts.

Although historical mapping exists in the form of tax maps and plats for many cities and counties across our nation, few communities have access to high quality, large scale planimetric and topographic mapping created from aerial surveys in the days before GIS.

Kenton and Campbell Counties in Northern Kentucky count themselves among those with such a resource. Large scale mapping was created in the early 1960's using photogrammetric techniques before GIS was even an acronym!

This presentation discusses the steps needed to turn a hard copy mylar resource into an historical, digital geodatabase, preserving the information for future comparison and analysis with current information.
